สมเด็จพระสังฆราช สกลมหาสังฆปริณายก ประทานเนื่องในงานพระราชทานเพลิงศพ ระราชสังวรญาณ (พุธ ฐานิโย) ความว่า
"ท่านเจ้าคุณพระราชสังวรญาณ หรือ หลวงพ่อพุธ เป็นพระที่สะอาดด้วยศีล ด้วยพระธรรม ด้วยพระวินัย ที่สมเด็จพระบรมศาสดา สัมมาสัมพุทธเจ้า ทรงวางไว้ให้เป็นคุณสมบัติของพระ และพระในพระหฤทัยของสมเด็จพระบรมศาสดาสัมมาสัมพุทธเจ้า ทรงวางไว้ให้เป็นคุณสมบัติของพระ และพระในพระหฤทัยของสมเด็จพระบรมศาสดาสัมมาสัมพุทธเจ้า ในพระศาสนา่ของพระพุทธองค์ก็คือพระที่สมบูรณ์จริงด้วยคุณสมบัติที่ทรงวางไว้สะอาดด้วยศีลด้วยพระธรรม ด้วยพระวินัย มิใช่เพียงด้วยครองผ้ากาสาวพัสตร์ อันเป็นสัญลักษณ์ของความสูงส่งบริสุทธิ์สะอาดเท่านั้น
หลวงพ่อพุธ ท่านเป็นหนึ่งในผู้มีคุณต่อบ้านเมืองของเรา เพราะท่านเป็นพระที่เป็นมงคล เป็นกำลังส่วนหนึ่งที่ช่วยมิให้อัปมงคลเพิ่มขึ้นท่านย่อมได้เสวยผลแห่งความเป็นพระมงคล ในคติภพวิสัยของท่านแน่นอนแล้ว ของให้ผู้ได้พบ ได้รู้จักท่าน ได้นำความมีมงคลของท่านไปศึกษาปฏิบัติ เพื่อพาตนให้พ้นอัปมงคลเถิด "ชีวิตนี้้น้อยนัก" จักได้มีชีวิตหน้าที่ยาวนานอย่างมีมงคลต่อไป
"พระราชสังวรญาณ" หรือ "หลวงพ่อพุธฐานิโย" มีชาติกำเนิดในสกุล "อินหา" เกิดเมื่อวันที่ 8 กุมภาพันธ์ พ.ศ. 2464 ที่ ต.หนองโดน อ.หนองโดน จ.สระบุรี บิดาชื่อ พร มารดาชื่อ สอน ท่านเป็นลูกคนเดียวของพ่อแม่ซึ่งมีอาชีพกสิกรรม
ท่านบรรพชา ณ วัดอินทสุวรรณ ต.ตาลเนิ้ง อ.สว่างแดนดิน จ.สกลนคร เมื่อตอนที่ท่านมีอายุได้ 15 ปี โดยมีท่านพระครูวิบูลย์ธรรมขันธ์เจ้าคณะอำเภอสว่างแดนดินฝ่ายมหานิกาย เป็นพระอุปัชฌา พระครูโพธิภูมิไพโรจน์ (หมุน โพธิญาโณ) เป็นอาจารย์สอนในขณะเป็นสามเณรท่านสามารถสอบนักธรรมชั้นตรีได้ ณวัดแห่งนี้ การบรรพชาครั้งที่2 เป็นสามเณรธรรมยุติเมื่อวันที่4 กรกฎาคม พ.ศ.2481 ณวัดบูรพาราม โดยมีพระศาสนดิลก วัดศรีอุบลรัตนาราม เป็นพระอุปัชฌาย์ พระอาจารย์เสาร์ กนุตสีโลและพระอาจารย์พร สุมโน เป็ฯอาจารย์สอนภาวนาและข้อวัตรปฏิบัติในขณะนั้น
พ.ศ. 2482 สอบนักธรรมชั้นโทได้ที่สำนักเรียนวัดสุปุกวนาราม
พ.ศ. 2483 สอบนักธรรมชั้นเอกได้ที่สำนักเรียนวัดสุปุฏวนาราม
พ.ศ. 2484 ท่านเดินทางเข้ามาเรียนหนังสือบาลีต่อที่วัดปทุมวนารามราชวรวิหาร กรุงเทพ และสามารถสอบเปรียญธรรม3 ประโยค ได้ในขณะเป็นสามเณร
หลวงพ่อพุธ ได้อุปสมบท ณ วัดปทุมวนารามราชวรวิหาร ปทุมวัน กรุงเทพ เมื่อวันที่ 24 กรกฏาคม พ.ศ.2485 โดยมีพระปัญญาพิศาลเถร(หนู ฐิตปญโญ) เป็นพระอุปัชฌาย์ มีพระครูปทุมธรรมธาดา (บุญมั่น มนุตาสโย) เป็นพระกรรมวาจาจารย์ พระปลัดบัวเป็นพระอนุสาวนาจารย์ได้ฉายาว่า "ฐานิโย" ซึ่งแปลความหมายว่า "ผู้ตั้งมั่นในคุณธรรม"
หลวงพ่อพุธเป็นพระที่ปฏิบัติดีปฏิบัติชอบโดยแท้จริง ท่านเป็นพระป่าสายอาจารย์มั่นที่เยี่ยมยอดลูกศิษย์ลูกหาของท่านก็มีมากมายเหรียญนั่งพานของหลวงพ่อพุธ มีลักษณะสวยงามน่าบูชาเป็นอย่างยิ่งเขาว่ากันว่าใครไดู้ชาพระเครื่องของท่านบุคคลนั้นจะเป็นคนดีขึ้นมาในทันที เหรียญนี้้ด้านหน้าจะเป็นรูปหลวงพ่อนั่งสมาธิอยู่บนบาน ด้านหลังเป็นยันต์ 5 ปรากฏอักขระขอม 5 ตัว และมีตัวเลขไทยเขียนว่า "2537 เหรียญรุ่นนี้พุทธคุณดีเด่นรอบด้าน ราคาเช่าหายังไม่แพง รีๆ เก็บกันนะจ๊ะ เดี๋ยวจะหาว่าไม่เตือน อีกหน่อยจะหายากน่ะเหรีญสวยๆอย่างนี้
