หลวงปู่เริ่ม มีราชทินนามสมณศักดิ์ว่า "พระครูศรีฉฬังคสังวร" เกิดในตระกูล "เฉียงเอก" ที่ อ.ศรีราชา จ.ชลบุรี เมื่ออายุครบ 20 ปี หลวงปู่เริ่มท่านก็ได้อุปสมบที่วัดแหลมฉบัง โดยมีพระครูสุนทรธรรมรส (หลวงปู่ศรี) วัดอ่างศิลา เป็นพระอุปัชฌาย์ พระอาจารย์จั๊ว วัดอ่างศิลา เป็นพระกรรมวาจาจารย์ พระอาจารย์ลำดวน วัดอ่างศิลา เป็นพระอนุสาวนาจารย์ และได้รับฉายาว่า"ปรโม" เมื่ออุปสมบทแล้วท่านก็จำพรรษาอยู่ที่วัดจุกกะเฌอ ซึ่งมีพระอาจารย์ขันธ์เป็นเจ้าอาวาสหลวงปู่เริ่มท่านได้ศึกษาพระธรรมวินัย และปฏิบัติโดยเคร่งครัดศีลาจารวัตรงดงาม สร้างความเคารพเลื่อมใสศัรทธาให้แก่ชาวบ้านในร้านถิ่นแถบนั้นเป็นอย่างมาก
หลวงปู่เริ่มได้เรียนวิชาทำปลัดขิกกับ "หลวงพ่อสาย วัดหนองเกตุน้อย" เรียนวิชาทำผง 12 นักษัตรจาก "หลวงปู่เทียน วัดโบสถ์" และนอกจากนี้ท่านยังได้ศึกษากับพระเกจิอาจารย์อีกหลายรูป เช่นหลวงพ่ออ๋อง วันหนองรี หลวงพ่อผุย วัดหน้าพระธาตุ พนัสนิคม ท่านเจ้าคุณศรี วัดอ่างศิลา และได้เรียนวิปัสสนากรรมฐานวิชาสร้างพระปิดตา วิชาโหราศาสตร์กับสมเด็จพระสังฆราช "อยู่ ญาโณทัย) วัดสระเกศ เป็นอาทิ
นอกจากนี้ท่านยังได้ศึกษากับพระอาจารย์เก่งๆ อีกหลายรูป เช่นฝนแสนห่า และสีผึ้งเจ็ดจันทร์ ซึ่งเป็นวิชาเมตตามหานิยมชั้นสูงกับหลวงพ่ออ่ำ วัดหนองกระบอก โดยก่อนที่หลวยงพ่ออ่ำจะสอนวิชาให้นั้น ท่านจะมัดมือไพล่หลังไว้กับตอไม้ที่ริมป่าช้า ให้คาถา 4 ตัวและให้ภาวนาจนเชือกหลุด หลวงปู่เริ่มท่านก็ทำได้ หลวงพ่ออ่ำท่านจึงรับเป็นศิษย์
ในด้านวัตถุมงคลนับว่าหลวงปู่เริ่มท่านสร้างไว้และปลุกเสกไว้หลายรุ่นด้วยกัน บางรุ่นนั้นมีมูลค่าบูชาสะสมค่อนข้างสูงเอาการเลยทีเดียวเนื่องจากมีแระสบการณ์ที่ผู้นำไปบูชาประจักษ์แก่สายตาจนกลายเป็นความเชื่อถื่อยึดเหนี่ยวสืบต่อกันมาว่าพระเครื่องของท่านมีคุณวิเศษดีเยี่ยมยอด นอกจากเก่งทางด้านคาถาอาคมแล้ว หลวยงปู่ท่านยังมีความ แตกฉานในวิชาแพทย์แผนโบราณอีกด้วย หลวงปู่เริ่มมรณภาพเมื่อวันที่ 18 กรกฎาคม พ.ศ.2538 สิริอายุได้ 91ปี 71 พรรษา พระราชทานเพลิงศพวันที่ 7 กรกฎาคม พ.ศ.2539
